Solution:

(d) Average of votes for previous four years
=

{3.5+31+4+3.9}/4

14.5/4 = 3.625

Hence, the number of votes in 2012 are more than average.
∴Number of votes that should be decreased = 3.8 - 3.625= 0.175 lakh∴ Required decrease in percentage
=

0.176/3.8×100

= 4.6%
