(C) M.V. Mathur had suggested merger of Finance and Planning Commission. In the past, Planning Commission provides Central assistance to the States for the States’ Plan expenditure, on the basis of Gadgil formula. At the same time, the constitution provides for a quinquennial Finance Commission, whose task is devolution of funds to the States to meet the general non-Plan expenditure.
