(A) Article 123 of the Constitution gives legislative power to the President. He can issue ordinances when the Parliament is not in the session(i.e., recess) if there is urgent need to have a law on some urgent public matter. The promulgated ordinance has similar effect to an act of the parliament. This Article allows the head of executive (which is the President under the Constitution) to promulgate ordinances to deal with situations which require immediate attention. Also, it intends to show that this provision to promulgate ordinances is often misused and needs to be amended.
