Radius of circle

We known that equation of circle,

(x-h)^{2}+(y-k)^{2}=r^{2}

(x-1)^{2}+(y+2)^{2}=(4)^{2}

x^{2}+1-2 x+y^{2}+4+4 y=16

x^{2}+y^{2}-2 x+4 y=11
