Satyendra Prasad Sinha was the first Indian to join the Viceroy's Executive Council in 1909 . The Indian Councils Act of 1909 or Morley-Minto Reforms introduced a provision for the inclusion of Indians in the Viceroy's Executive Council. He was also the first Indian to become a member of the British Ministry. He was the first Governor of Bihar and Orissa.
