Let the original price be ₹1 per litre (for simplicity).
Original expenditure $=100\times \mathit{₹}1=\mathit{₹}100$
New price $=\mathit{₹}1+85\%$ of ₹ $1=\mathit{₹}1+\mathit{₹}0.85=\mathit{₹}1.85$
New expenditure $=\mathit{₹}100+48\%$ of ₹ $100=\mathit{₹}100+\mathit{₹}48=\mathit{₹}148$
New expenditure $=$ New price × Reduced consumption
$\Rightarrow \mathit{₹}148=\mathit{₹}1.85\times \mathit{x}$
$\Rightarrow \mathit{x}=\frac{148}{1.85}$
$\Rightarrow \mathit{x}=80$
Therefore, the consumption should be reduced by $100-80=20\%$.
