Solution:

Spring constant K

=0.2 × 10^{-6 }\Nm\/\degree

Deflecting torque

\T_\d = 24 × 10^{-6} \Nm

From equation(1)

\T_\d = \K\θ

24 × 10^{-6} = 0.2 × 10^{-6} × \θ

\θ = 120°
