The Departmental Committee of the Parliament of India on the Welfare of the Scheduled Castes (SCs) and the Scheduled Tribes (STs) shall examine whether the Union Government has secured due representation of the SCs and the STs in the services and posts under its control and report on the working of the welfare programmes for the SCs and the STs in the Union Territories. Article 16 speaks of “reservation in matters ofappointment and promotion to any class or classes of posts in theservices under the State in favour of SCs/STs, which are not adequately represented in the services under the State”.
