(D) When any person has been convicted for an offence under this Act, the Special Court has the power to forfeit the property of the offender in addition of punishment, it is an also remove a person out of it and allow his measurements and photographs to be taken by a police officer. The State Government is also empowered to impose a collective fine in the like manner as provided under section 10 A of the Protection of Civil Right Act.
