Multi meter are provided with serrate scale for low ac voltage because to take in to account the high value of resistance of rectifier at low voltage (and current) and also the fact that at low voltage (an current) the value of rectifier resistance is not constant but varies considerably even for small change in voltage (current) due to at low voltage a bridge rectifier is non linear.
