(d) Balwant Rai Mehta was the Chairman of the Committee which proposed Democratic Decentralisation and Panchayati Raj. Balwant Rai committee was a committee appointed by GOI in 1957 to examine the working of CDP and NSS, and to suggest measures for their better working.The committee submitted its report in November 1957 and recommended the establishment of the scheme ‘democratic decentralisation’.
